Ten teams in two groups of five will play a round-robin (format and venue/s to be determined). The two group winners will qualify for the second round. The winner of group 1 and group 2 will compete in a home-and-away play-off.
Play-offs CONMEBOL/OFC
The winner will qualify to compete in a home and away play-off against the team coming fifth in the CONMEBOL preliminary competition. The winner will qualify for the final competition of the 2002 FIFA World Cup Korea/Japan.
