NOTE: The 10 group winners qualify for the finals. The ten group runners-up will take part in play-offs on a home-and-away basis in November 2003.
The qualifying tournament runs from September 2002 to October 2003. The finals take place between 12 June and 4 July 2004.
Portugal qualify automatically as hosts.
